What is free
The free tier is a smaller number, not a worse product.
There is no version of Signoff where the record is a paid extra. A free account gets the documents previewed inside the request, multi-stage routing, external approval links, the trail, and the thing the app exists for — the approval reopening when a file is replaced after somebody agreed to it.
What the free tier does not get is volume. Three approvals a month is enough to run a real one end to end and decide whether this belongs in your process. It is also genuinely enough for a team that signs off on something occasionally, and those accounts are welcome to stay there.
The numbers
The person limit counts people who can be asked to approve something, across every board in the account. Going over it shows a notice; it never blocks an approval.

Because the opposite is the commonest complaint in this market.
We will not move a feature you already use behind a higher tier, and we will not turn a free plan into a paid one and keep your work behind it. If a price ever changes it changes for new accounts.
That promise is worth something only because it is cheap for us to keep and expensive to break — and because your approvals live in your own monday account either way. Even if we went back on every word of this, the record of who approved what would still be yours to read.

No. The plans are priced for the whole account and the numbers are a limit on how many different people can be asked to approve things, not a per-head charge. Approvals involve people outside the immediate team by their nature, and a per-seat price on those people teaches everyone to route around the process — which defeats the point of having one.
Not necessarily. Anybody in your account can approve inside monday. For anybody else — a client, a supplier, a director who does not use monday — an approval can be sent as a link that opens a page with the documents and the three buttons, and no login. That person does not need a seat and does not count as a user of your monday plan.
You get a visible notice and nothing stops. Approvals keep working. A team that has grown past its plan in the middle of a quarter is a conversation, not an outage, and stopping somebody’s sign-off to have that conversation would be the most expensive thing this app could do.
Nothing is deleted. Dropping to the free tier limits how many new approvals you can raise each month; it does not touch what already happened. The trail of who approved what, when, and which version of each file they were looking at stays readable.
Yes — fourteen days with everything turned on, starting when you install. There is nothing to cancel at the end of it: the account simply becomes the free tier, and any approval already raised carries on.
